1. MANAGEMENT SYSTEM FOR QUALITY, FOOD SAFETY AND ENVIRONMENT (ISO)

Dobrogea Group manufactures products according to an integrated Food Quality & Safety and Environment protection integrated management system, designed, implemented and developed to continuously improve product quality, safety and environmental protection, taking into account all partners requirements.
Compliance with referral documents has been certified since 2000 by Germanisher Lloyd Certification. In 2000 the quality management system was certified according to ISO: 9001; certificates renewed in 2003, 2006, 2009, 2012 and 2015.
The management system for environment was certified in 2005 (according to EN ISO 14001: 2004) and the certification of this system was renewed in 2008 and 2011. For food safety, The Group has implemented and certified HACCP principles in 2003 and since 2008 the food safety management system was certified in accordance with EN ISO 22000: 2005.
Currently, Dobrogea Group maintains and constantly improves an integrated system for – food safety and environment protection, certified by RINA Simtex in accordance with the requirements of international standards ISO 9001: 2008.

2. IFS – FOOD SAFETY – FROM PRODUCER TO RETAILERS

The standard in force is implemented and maintained to show the Group’s commitment to deliver products that meet the quality and safety requirements of food delivered.
The International Food Standard (IFS), was originally implemented in 2003 by Handelsverband des deutschen Einzelhandels (HDE, or the German retailers’ association) for domestic brands sold by retailers in Germany and France. The 6th Version of the standard is currently operational. It guarantees consistency for the quality level within production chains in the food industry.
By certifying according to IFS Food version 6: 2014 by RINA Simtex, The Group shows its its customers that the food it produces and delivers meets the provisions of the most rigorous legal standards for food safety and quality.
International recognition
The IFS standard is a certificate accepted and confirmed by the Global Food Safety Initiative (GFSI) and is one of the most important food safety standards for the quality of food products.

3. SOCIAL RESPONSIBILITY CODE

The “Business Social Compliance Initiative” (BSCI) is a nonprofit organization that was founded in 2002 by major corporations alongside the Association of Foreign Trade (FTA) in Brussels.
The BSCI establishes and continuously improves a socially responsible conduct in the global supply chains for European businesses.
From a content point of view, the Code of Conduct refers to abidance to laws, freedom of association and the right to collective negotiation, prohibition of discrimination; salaries, working hours, health and safety at work, prohibiting work of minors, prevention of forced labor and disciplinary measures, environmental and security interests, as well as the management system.
Since March 2016, Dobrogea Group implemented the social responsibility requirements in accordance with the BSCI Code of Conduct (Business Social Compliance Intiative), audited by TÜV SÜD Romania SRL.

In the production section of the Company Dobrogea Biscuit S.R.L. the activity is carried out in compliance with all the legal norms in force regarding the protection of environmental factors. In this sense:

  • appropriate measures have been taken to permanently sanitize within the the interior of the unit and the surrounding areas;
  • domestic waste is stored in a covered space, specially arranged and taken over by the local sanitation service – a sufficient number of household waste storage bins has been provided;
  • Repairs and maintenance of refrigeration units are provided by specialized firms;
  • the provisions of GD 621/2005 with subsequent amendments and additions regarding the management of packaging and recyclable packaging waste resulted from the activity carried out (foil, plastic bags and shuttles, paper-cardboard) are respected;
  • the selective storage of all generated wastes in specially arranged areas and subsequently handed over for processing to specialized units authorized for environmental protection;
  • the public is informed about the consequences of activities and / or products on the environment.

Waste generation prevention program at DOBROGEA GRUP

– GD 1061/2008, regarding the transport of hazardous and non-hazardous waste on the Romanian territory;

Our company is constantly concerned with:

– compliance with the requirements imposed by the legislation in force regarding the management, collection, capitalization through economic agents authorized by the Ministry of Environment;

– reduction of packaging waste and industrial waste, generated from the production activity, so that our company is prepared to implement the economic instruments that are imposed by the legislation, respectively:
• “pay for how much you throw ”
• “waste disposal fee”
• the ” waste producer extended liability ” scheme
– ” waste producer extended liability ” scheme is a new economic instrument introduced in the system, imposed by GEO 74/2018, an instrument that includes a set of measures taken by the state to ensure that product producers bear financial and organizational responsibility for the management of the stage of waste in the life cycle of a product;

– training all company staff on how to manage waste and the actions taken by each person at the own workplace to reduce the amount of waste;

– organizing the packaging and packaging waste management so that it does not introduce barriers to trade;

– optimization of production packaging scheduling, optimal adjustment of packaging machines for disposal of packaging waste in the packaging process;

– identification based on codes according to the European catalog of all types of waste generated, both hazardous and non-hazardous;

– obtaining the shipping / transport forms for hazardous waste from the Institutions authorized by the Ministry of Environment;

– ensuring the infrastructure for the temporary storage of waste by categories so that, during the storage period, all waste meets the quality conditions imposed by the legislation and the contractual clauses;

– drawing up waste collection contracts regarding the recovery, recycling or incineration in incineration installations with energy recovery with economic agents authorized by the Ministry of Environment;

– obtaining the authorizations of environment of all economic agents we have a contract for taking over hazardous and non-hazardous waste has been concluded with;
– the monthly fulfillment of the objectives of capitalization and recycling of the packaging put on the market by types of packaging, as well as the global objective, according to the objectives established in GEO 74/2018;

– monthly reporting to the Administration of the Fund for Environment on achieving the objectives;

– replacing cardboard boxes with bread crates as much as possible – as reusable packaging;

– compliance with the method of circulation of reusable packaging between economic operators (art. 10 of L 249/2015), by exchange, in compliance with the provisions of L 82/1991 republished L 227/2015 (if the beneficiaries do not have the quantities of packaging necessary for the exchange they pay a monetary guarantee in exchange for the packaging received);

– organizing the taking over from customers of the reusable packaging so as to achieve, starting with 2019, a percentage of return of at least 90% and the packaging in a condition suitable for their reuse;

– the design of packaging using material with a specific weight as small as possible, at the limit between the shelf life of the product to be provided by the designed packaging and the technical adjustment of the machine to be packaged;

– promoting the ecodesign in the packaging design stage, respectively limiting the number of colors and printed surfaces in order to reduce the percentage of hazardousness of the packaging turned into waste;

– the correct dimensioning of the packaging in relation to the dimensions of the product inside;

– the use of only recyclable materials in the design of packaging so that packaging that became waste as result of the consumption of the product can be used for recycling;

– the design of the packaging so that the concentrations of the materials used in the design of the packaging, namely lead, cadmium, mercury and hexavalent chromium, do not exceed 100 pp. million reported on weight;

– avoid the overpacking of the packaged products;

– informing consumers about the recycling of packaging that became packaging waste as a result of the product consumption by marking the packaging with the recycling mark

– marking the packaging for identification iin view of improving the recovery and recycling of packaging waste within the meaning of Decision 97/129 / EC and Annex 3 of L 249/2015 with subsequent amendments;

– replacement of plastic transport bags with or without handle with bags made of biodegradable materials;

– reporting to the system imposed by the environmental legislation, regarding the data collection regarding the products introduced on the national market regarding the extended responsibility of the producer and data regarding the collection and treatment of the waste resulting from these products;

– constant concern regarding the appearing legislative changes, as well as their application at company level.
